Four youngsters will be offered professional contracts.
Michael Jones (goalkeeper), Mike Williams (defender), Matty Done (midfield) and Marc Williams (striker) will be offered deals by Smith.
Another possible player to be offered a deal will be forward Jamie Reed who's been out at Glentoran in Northern Ireland since January.
Smith has to wait now before he can finalise his squad. 14 players are out of contract this summer with only 4 carying deals into next season. With off field problems at the club deals cannot be completed at the moment
"I would love to be sitting here getting it done, but I'm not in a position to press the go button at the moment," said the manager.
"But I can still talk to people. If the agent is right, then there's no problem because they know I don't tell lies when I say we should be all sorted here."
