Steve McCLaren's side are set to face their Group E rivals on an artificial pitch at the Luzhniki Olympic stadium in Moscow on 17 October.
The same state-of-the-art surface, Uefa and Fifa approved, was recently laid at Wrexham's training ground.
"If England want somewhere to train, then they are more than welcome to contact us," said director Geoff Moss.
"The pitch was officially opened by [Wales manager] John Toshack in the summer and he too, was very impressed by what he saw at Gresford.
"We are constantly working to improve things for the players, both in training and on matchday, and this just shows how high our ambitions are."
Manchester United's Carrington complex and Arsenal's London Colney also have the same synthetic surfaces, although the Gunners' pitch is indoors.
Sven-Goran Eriksson took the England squad to train at Wrexham in March 2001 before the World Cup qualifier against Finland at Anfield.
BBC
